British Foreign Secretary Dominic Raab to make statement about Hong Kong's new national security law, as EU and G7 also consider action.
Raab could specify extended rights for people eligible for BN(O) passports, offered to Hong Kong citizens born before 1997.
Britain is expected to announce plans on Wednesday to allow nearly 3 million Hongkongers eligible for the British National (Overseas) passport to resettle there, after China imposed a sweeping national security law on the city.
Foreign Secretary Dominic Raab is set to make an appearance at the House of Commons at 12.30pm British time (7.30pm Hong Kong time) “with an update on the Hong Kong national security legislation, and the UK's response", according to the parliamentary schedule.
Raab has also been urged by some members of parliament to impose sanctions on Chinese and Hong Kong officials involved in what they call infringement of human rights in the former British colony.
Calls for action were also on the rise in Brussels and at the United Nations. Reinhard Buetikofer, chair of the China delegation in the European Parliament, said that "the Hong Kong we knew is dead now”.
"The European Union and its member states in particular must pick up the proposals made by the European Parliament in dealing with Beijing's transgressions,” Buetikofer said. “Beijing should be taken to the International Court of Justice.”
Britain and the European Union are understood to be working through the Group of 7 (G7) nations – which also includes the United States – to consider a coordinated response to China's most drastic change to Hong Kong's constitutional framework since the city's handover from British to Chinese rule, which marked its 23rd anniversary on Wednesday.
British National (Overseas) – or BN(O) – passports were offered to Hong Kong citizens born before the 1997 handover.
Under earlier versions of the British government's plan to extend the rights of those passport holders, every one of the 3 million Hongkongers who qualified for the passport, and their dependents, could relocate to the United Kingdom to stay and work or study for extendable periods of 12 months, creating a "path to citizenship”.
British Prime Minister Boris Johnson last month wrote that he would introduce “one of the biggest changes in our visa system in British history” if Beijing imposed the national security law on Hong Kong, bypassing the city's legislature.
Before Raab’s parliamentary appearance, Foreign Office lawyers and translators were said to have been asked to stay up overnight to pore over the legislation and assess whether it contravened the 1984 Sino-British Joint Declaration setting out the terms of Hong Kong's handover, the i newspaper reported.
Before the security law was made public close to midnight Hong Kong time, Raab, an international lawyer by training, was publicly calling on Beijing to release the full text.
"We urgently need to see the full legislation, and will use that to determine whether there has been a breach of the Joint Declaration and what further action the UK will take,” he said in a statement.

Lisa Nandy, the foreign policy spokeswoman of the opposition Labour Party, said Raab “must come to Parliament [on Wednesday] and make good on the commitment we have to Hong Kong and its people”.
In a statement, the Inter-Parliamentary Alliance on China, co-chaired by former Conservative Party leader Iain Duncan Smith and comprising lawmakers from 16 parliaments, called Beijing's new law “a comprehensive assault on the liberties of the people of Hong Kong”.

如果你太太陪小朋友過去,應該係報讀day boy/girl,避開同絕大部份香港家長爭會容易好多。
我姪仔而家讀緊倫敦南部Dulwich College都係一線學校,太太會住得開心啲,出唐人街買餸都好方便。
PS. Dulwich喺上海北京都有分校,會識到啲高質素國內同學仔。

【港版國安法】英不甘遭微信刪文 官網再斥華製假民意:64%港人反惡法
英國駐華使館上周在微信公眾號發佈《關於香港問題的更正說明》一文,逐點反駁中方針對英國圍繞香港議題的近期言論,但文章迅速被刪。英政府不甘打壓,昨於其官網重新上載同一聲明,重申《中英聯合聲明》是國際公約,中方有責任履行承諾;官媒報道所指的290萬港人支持國安法,是來自中聯辦操控的問卷。
「外交無小事」學者:中方得不償失
聲明針對官媒8篇報道逐一反駁。當中包括官媒報道英國對港立場,例如指英國支持港獨、指外國干涉引起香港抗議活動、指英方不願意譴責香港的暴力行為等。英政府重申明確承認在一國兩制的框架下香港是中國的一部份,而英方支持和平示威的權利,強調暴力示威和毀壞公物是不能接受的。
中方言論提及《中英聯合聲明》是歷史文件,不具備現實意義。英方指,《聲明》是在聯合國登記在案的具有法律效力的國際條約,至今仍有效。該協議明確香港的高度自治權,除外交和防禦等事項,其享有的權利和自由50年不變。
「港版國安法」是另一大火頭,中方稱港版國安法的通過是依法辦事,港人歡迎國安法通過。英方反駁,報道所指的290萬人不足香港人口一半,而且數字來自中聯辦操控的問卷調查。英方並引用《明報》調查反駁,64%的港人反對港版國安法。
英國駐華使館在微信上的文章,因被指涉嫌違反相關法律及政策已遭刪除。外相藍韜文其後於Twitter重申,英國作為《中英聯合聲明》的共同簽署方之一,有權表達英方的顧慮,對文章遭審查表示關注。
香港智明研究所研究總監許楨分析,英國奉行「外交無小事」,所有的外國行徑必先經過深思熟慮及沙盤推演,有預計方案。他指英方聲明內容簡單、易明及鮮明,兩國有不同看法是正常,「但係咪要嚴重到刪咗佢呢?點解唔用中文反駁呢?」他認為刪除聲明只會削弱內地人的知情權,雖然英方未必是因為中方舉動而將聲明放到官網,但客觀事實是,將聲明於官網刊登,並附中英版本,既可讓新加坡、馬來西亞等華文人士及西方國家知悉事件,亦凸顯英方外交氣量宏大,中方此舉可說是得不償失。
國際關係學者沈旭暉就指,外交慣例不能刪除其他國家的微信聲明,相信英方是以更正式的方式發表聲明,作為一種不滿宣示。
